INVITATION FOR EXPRESSION OF INTEREST FOR THE SUBMISSION OF PROPOSALS FOR THE CONCLUSION OF PRIVATE LAW PROJECT LEASE AGREEMENTS

The SYN-ERGASIA DEVELOPMENT S.A. A.O.T.A., taking into account:

• Law 2190/1920 on Public Limited Companies.
• The current statute of SYN-ERGASIA DEVELOPMENT S.A. A.O.T.A. with GEMI number 161995321000.
• The company’s Internal Service Regulation and the Quality Management System ISO 9001:2015 applied by the company.
• The general principles of the EU Treaty, in particular the principles of equal treatment, non-discrimination, gender equality, and transparency.
• Article 30 of Law 4314/2014 (Government Gazette A’265/23.12.2014), which introduced an exemption from the scope of Law 2527/1997 for co-financed project lease agreements.
• Paragraph 5 of Article 14 of Law 4403/2016 (Government Gazette A’125/07.07.2016), which modifies paragraph 4 of Article 30 of Law 4314/2014 and introduces an exemption for co-financed P.L.P.L.A. and fixed-term employment contracts.
• Articles 681 of the Civil Code.
• Law 4452/2017 (Article 21).
• Article 2 of Law 4674/2020 regarding the development strategy of Local Government Organizations (LGO).
• The draft Programmatic Agreement with the Municipality of Alexandroupolis for the implementation of studies for the project:
  • “Irrigation, remaining areas of Feres, Doriskos, Monastiraki, Loutra”.
• Articles 2-4 of Law 4674/2020 (Government Gazette 53/A’/11-03-2020) on the “Strategic Development Perspective of Local Government Organizations, regulation of Ministry of Interior competence matters, and other provisions”.
• Article 97A of Law 3852/2010.
• Article 43 of Law 4735/2020, as amended and in force.
• Article 96 of Law 4842/2021.
• Decision No. 0119122024 of the Company’s Board of Directors regarding the approval and publication of the Invitation for Expression of Interest for the conclusion of private law project lease agreements within the framework of the aforementioned projects.

The project will be implemented in the municipalities that have submitted a request for administrative and technical support of the Technical Service.

The Project Lease Agreements (P.L.P.L.A.) concern the following positions:

• One (1) Agronomist with >20 years of experience
• One (1) Surveying Engineer with >20 years of experience
• Two (2) Civil Engineers with >20 years of experience
• One (1) Civil Engineer with >10 years of experience
• Two (2) Mechanical – Electrical Engineers with >20 years of experience

BRIEF PROJECT DESCRIPTION

Background

The SYN-ERGASIA DEVELOPMENT S.A. A.O.T.A., under Article 100 of Law 3852/2010 and Articles 11 & 12 of Law 4412/2016, collaborates with the Municipality of Alexandroupolis for the implementation of the study for the project:

“Irrigation, remaining areas of Feres, Doriskos, Monastiraki, Loutra”.

For the execution of the projects and the completion of the Project Team in accordance with the program requirements, SYN-ERGASIA S.A. A.O.T.A. intends to establish the following Project Lease Agreements:

Number of Associates: 7

Project Lease Agreement Scope:

The associate will be involved in the project “Irrigation, remaining areas of Feres, Doriskos, Monastiraki, Loutra”, implemented by SYN-ERGASIA S.A. in collaboration with the Municipality of Alexandroupolis.

Deliverables:

The specific deliverables of the contract will be outlined in the corresponding monthly reports documenting the actions performed by the associate.

Duration and Total Compensation:

• The contract duration is up to four (4) months from the date of signing, unless otherwise specified.
• The total contractual fee shall amount to €30,000 per year plus 24% VAT, including insurance contributions and any other tax obligations, unless otherwise specified in each contract, in accordance with the legally established engineer fees.
• The contract duration may be shorter than the project’s implementation period, with the possibility of extension until its completion. Any extension of the project may also extend the contract duration.

Workplace:

• The services may be performed remotely or in person at the premises of SYN-ERGASIA S.A. A.O.T.A., at the Municipality of Alexandroupolis, as required by the project.
• The associate must collaborate with the Project Team Coordinator, the Project Team, and the Company Management.
• Travel expenses will be covered by the company upon submission of the necessary documentation.

Required Qualifications:

• University degree in the relevant field (Engineering or Agronomy) from a recognized institution.
• Good command of the English language.
• No legal impediments due to criminal convictions.

Desired Qualifications:

• Master’s or Doctoral degree.
• Specialized experience in hydraulic studies, irrigation projects, and pump station designs.
• Computer literacy.
• Proficiency in a second foreign language.
• Valid Category B driver’s license.

PARTICIPATION REQUIREMENTS

Eligible candidates must:

• Be EU citizens or nationals of a country with reciprocal professional rights.
• Have no criminal record related to fraud, embezzlement, bribery, or professional misconduct.
• Not be under indictment or subject to disciplinary proceedings.
• Possess the requisite professional qualifications for the position.
• Accept the terms of the Invitation through a formal declaration.
• Submit the required documentation within the deadline.
