The objectives of the company are as follows:

  1. The scientific, consulting, and technical support of the municipalities of Alexandroupolis, Soufli, and Samothraki, as well as other first- and second-tier Local Government Organizations (LGOs) and their Associations, with the goal of improving and modernizing the basic infrastructure of LGOs, municipal associations, and municipal legal entities. This aims to enable sustainable development and promote the safety and quality of life for citizens.
  2. The restart of social and economic life, the mitigation of crisis impacts caused by extreme health conditions, the protection of public health, and the strengthening of social cohesion and the local economy.
  3. The implementation of development policies through the utilization of financial instruments and the management of development, investment, and special programs funded by national or EU resources. This includes infrastructure project preparation and the implementation of social cohesion policies and measures to counteract the effects of economic crises on municipal, inter-municipal, or broader geographical levels.
  4. The preparation of infrastructure projects, covering the entire pre-development period from planning, feasibility studies, and obtaining necessary permits to securing funding. This phase begins with general programming and concludes with the tender announcement and project supervision.
  5. The formulation and implementation of environmental policies to ensure the proper use of natural resources, environmental protection, and climate change mitigation. This also includes taking actions to reverse the effects of past natural disasters on human, natural, and economic environments, as well as preventive measures against future incidents.
  6. The development and implementation of civil protection and road safety programs, both in terms of prevention and problem-solving.
  7. The formulation and implementation of public health policies, aiming to establish and document an Integrated Knowledge and Information Bank. This will support policymaking and best practices for health promotion and disease prevention, aligned with sustainable development and quality of life.
  8. The promotion of entrepreneurship, economic and sustainable development, along with activities for environmental protection and quality of life improvement.
  9. The company’s participation in relevant programs or the implementation of related policies on an interregional or broader geographical scale.
  10. The study, recording, research, and evaluation of existing structures and issues related to economic and tourism activity. This includes designing and implementing effective methods and actions to upgrade the tourism product, enrich the visitor experience, highlight historical heritage, cultural identity, and economic activity, attract investments, and improve infrastructure. Additionally, it involves developing new forms of alternative tourism, such as providing technical support for the licensing and construction of diving parks and water airports.
  11. The support and development of the agricultural economy and fisheries, specifically by promoting investments, supporting entrepreneurship, and particularly fostering agrotourism initiatives and small-to-medium enterprises (SMEs). Furthermore, this includes supporting and utilizing locally produced goods and strengthening their processing into branded quality products, linking them with tourism services.
  12. The investigation, study, and coordination of procedures and mechanisms for the production, transfer, and provision of specialized expertise, services, and support to local government entities, public organizations, and private-sector enterprises on development financing, urban regeneration, and social initiatives. This also includes utilizing and implementing national, European, and international funding programs for inter-municipal or regional purposes.
  13. The technical, scientific, and consulting support for the utilization of municipal or public property, specifically in preparing investment dossiers from technical and financial perspectives, facilitating public procurement processes, and attracting investors, including Public-Private Partnerships (PPPs) and concessions.
  14. The planning and implementation of actions and programs for the proper management of natural resources and sustainable waste management. The goal is to maximize recycling within the circular economy framework, along with providing technical assistance for the effective administration of waste management facilities through programmatic agreements with relevant authorities.
  15. The planning and implementation of social policy actions and programs aimed at supporting and caring for infants, children, and the elderly. This also includes designing and implementing policies and initiatives to support the unemployed or socially vulnerable groups, as well as policies that promote public health and mental well-being.
  16. The development of initiatives and infrastructure to support entrepreneurship and market research on behalf of businesses and organizations in the region.
  17. The promotion of scientific activities and collaborations with educational and research institutions, the use of innovation applications, and the development of Research & Development (R&D) activities in Information and Communication Technologies (ICT).
  18. Participation in programmatic agreements and potential designation as an Intermediate Management Body for implementing operational programs. The company may also assume any other relevant role under the applicable legislation.
  19. The establishment and management of Portfolio Funds to utilize the European Commission’s Financial Engineering Instruments and similar financial mechanisms, as long as they comply with applicable legal provisions.
  20. Participation as a potential beneficiary in special support programs of the Ministry of the Interior.
  21. The execution of activities stipulated in Articles 182 and 183 of Law 4555/2018.
  22. The communication, dissemination, and promotion of information, actions, and initiatives of public interest, including the use of Information and Communication Technologies (ICT) for this purpose.
  23. The organization of cultural and sports events, as well as conferences, seminars, and other gatherings, either independently or in partnership with other entities.

Any other purpose related, adjacent, supplementary, or necessary to achieve the above, even if not explicitly mentioned, provided it does not conflict with any applicable legal provision.

To achieve these objectives, the company will leverage its technical, personnel, and knowledge infrastructure, as well as collaborate with other entities.
