Invitation to the Partners Registry

Expression of Interest for inclusion in the Registry of Partners of the Catalogue of potential service providers and suppliers of Natural or Legal Persons of “SYNERGASIA ANAPTIXIAKI S.A. – DEVELOPMENT ORGANIZATION OF LOCAL GOVERNMENT” with the distinctive title “SYNERGASIA ANAPTIXIAKI S.A.”

“SYNERGASIA ANAPTIXIAKI S.A. – DEVELOPMENT ORGANIZATION OF LOCAL GOVERNMENT” invites all interested Natural or Legal Persons to register in its Registry of Partners, for the provision of scientific and technical support services for the programs and projects it implements. Those who meet the terms and conditions stated in this invitation are invited to apply for registration.

The right to submit an application for registration in the Registry is granted to any natural or legal person, whether domestic or foreign:

(a) 1. If the natural person meets the minimum required personal condition criteria, specifically:

  • No final conviction for involvement in a criminal organization, bribery, fraud, money laundering from illegal activities.
  • No conviction based on a decision with res judicata for an offense related to professional conduct, or a serious professional misconduct which the contracting authority can verify in any way.
  • Not in bankruptcy, liquidation, cessation of business, compulsory management, or similar situation according to the law of the country of establishment (for foreign candidates).
  • No ongoing bankruptcy, liquidation, compulsory management, or similar process.
  • Fulfillment of insurance and tax obligations both under the law of the place of establishment and Greek law.

If the legal person meets the minimum required personal condition criteria, specifically:

  • No final conviction for involvement in a criminal organization, bribery, fraud, or money laundering of the individual who manages or legally represents the legal person.
  • No conviction of the individual who manages or legally represents the legal person based on a decision with res judicata for an offense related to their professional conduct or serious professional misconduct.
  • Not in bankruptcy, liquidation, cessation of business, compulsory management, or similar situation under the law of the country of establishment (for foreign candidates).
  • No ongoing bankruptcy, liquidation, compulsory management, or similar process.
  • Fulfillment of insurance and tax obligations under the law of the place of establishment and Greek law.

(b) If they possess the necessary technical and professional skills, specifically:

  • Proven professional or scientific activity to date.

(c) If they possess the necessary financial or financial capacity.

ANNEX I

Categories of Technical Assistance Actions in accordance with Annex of Decision No. 23451/EYSSA493/17 (Government Gazette B’ 677/03.03.2017) of the Deputy Minister of Economy and Development

A. SUPPLIES

A.1. Office Equipment

Includes the procurement of office equipment (furniture, bookshelves, air conditioning devices, etc.).

A.2. Computers, Peripherals, and Other Equipment

Includes the procurement of personal computers and their installation, including basic software, office automation software, peripherals (printers, scanners, etc.), photocopiers, fax machines, telecommunication equipment (telephone systems, devices, etc.), office machinery, and portable office machines (binding machines, etc.), laboratory equipment.

A.3. Printed Materials, Books, etc.

Procurement of manuals, books, and printed materials necessary for the operation of the service in organizing its library, up to the amount of €5,000 per year per recipient.

B. SERVICE PROVISION

B1 Software Purchase, Development, Installation, Support, Equipment & Software Maintenance

Indicated services include:

  • Development and maintenance of databases.
  • Development, maintenance, and expansion of local information systems.
  • Development and maintenance of interfaces between the OPI ESPA, electronic submission, and local information systems.
  • User support.
  • Repair, installation, upgrading, and maintenance of computers, peripherals, network equipment, telecommunications equipment, and systems.
  • Processing and management of project data for operational programs.

B2 Conducting Studies, Expertise, Research

Studies, expert opinions, and research related to supporting the design, implementation, monitoring, review, and closure of programs/program contracts.

Indicated services include:

  • Socio-economic studies and impact studies for sectors or regions.
  • Preliminary project studies such as environmental, cost-benefit, sustainability, geological, soil, etc., which are awarded according to applicable legislation.
  • Technical studies, awarded according to applicable legislation.
  • Studies/expert opinions specializing in actions of the operational program and processing of evaluation, selection, and management methods.
  • Analysis of the determination of physical indicators and impacts.
  • Business plans, mapping studies, and administrative and organizational upgrading studies.

B3 Consulting Services

B3.1 Consultants

Provision of consultancy services for technical support on specific issues related to the design, implementation, monitoring, review, and closure of programs/program contracts.

Indicated services include:

  • Technical, management, and scientific support for the Development Organization on its responsibilities.
  • Economic and financial management and monitoring of projects.
  • Legal support.
  • Technical and scientific support for stakeholders/clients of the Development Organization.

B4 Information and Communication

Publicity, promotion, advertising, and publicity services.

Indicated services include:

  • Conducting research for the communication strategy and results of implementing the communication plan.
  • Production and reproduction of printed and electronic information materials.
  • Production of advertising materials (TV and radio ads, promotional items).
  • Development and maintenance of websites.
  • Creation and operation of information structures (call center, information office, mobile units, etc.).

B5 Evaluation

Indicated services include:

  • Providing evaluation consultants for designing and implementing evaluations of programs/program contracts.

B6 Audits

Indicated services include:

  • Support of the Development Organization by experts in conducting audits through opinions or expert reports for specific issues and specialized cases.

C. OPERATIONAL

C1 Event Organization – Meetings – Sessions

Provision of services for organizing events, meetings, sessions.

Indicated services include:

  • Short-term room rentals, catering, etc.
  • Translations, Interpretation.
  • Transcription, audio transcription of minutes.
  • Rental of audiovisual equipment and related services.

C3 General Operational Expenses

Indicated services include:

  • Physical or electronic filing and archive management services.
  • Office cleaning services.
  • Courier services.

C5 Training & Participation in Seminars, Conferences, or Fora

Training services for the personnel of the Development Organization in its areas of responsibility.

Indicated training subjects include:

  • User training on the OPI ESPA and electronic submission.
  • Legal and regulatory framework of ESPA, special topics.
  • Public procurement.
  • State aids.
  • Management issues.
  • Infrastructure project management, human resource management, etc.

C6 Travel Expenses (Domestic and Abroad)

Travel services / ticket issuance / hotel bookings within Greece or abroad.
